What you are applying for
Pakistani passport holders cannot get a UAE visa on arrival, and UAE embassies do not issue tourist visas. The visa is applied for inside the UAE: a UAE airline, hotel or licensed travel agent applies for a tourist visa on your behalf, or a relative or friend living there applies for a visit visa as your sponsor. ICP issues it — or, in Dubai, the GDRFA.
The decision is fast and rarely explained. It turns on the details and on the sponsor: a name that differs from the passport, a past overstay or case in the UAE, or a sponsor who does not meet the rules is enough to sink it. And approval is not entry — immigration in the UAE, and FIA at the Pakistani airport, can still stop a traveller whose trip looks like a job search.
