Study in the UK Without IELTS: When MOI and Other Waivers Actually Work

Study in UK without IELTS: when a university's own English check replaces the test, when a SELT is still required, and the interview catch to plan for.

The short answer

You can study in the UK without IELTS if you are going to a degree-level course: the university can assess your English itself and record it on your CAS, so the visa needs no separate test. Below degree level you still need an approved test. Each university decides what it accepts, and if you are interviewed, your English is judged there too.

Can you study in the UK without IELTS?

Yes, many Pakistani students can — but “without IELTS” usually means something narrower than the adverts suggest. You can study in the UK without IELTS when you are going to a degree-level course and your university assesses your English itself.

The visa rules require English at level B2 on the Common European Framework for a bachelor's degree or above, in reading, writing, listening and speaking. A higher education provider with a track record of compliance can make that assessment and state it, with its method, on your CAS. UKVI then accepts the university's assessment instead of a Secure English Language Test (SELT). GOV.UK's page on English for the Student visa sets this out.

What the university bases that view on is its own choice: your MOI letter, your Intermediate English grade, its own test or interview, or an ordinary IELTS Academic or TOEFL result that is not a UKVI-approved SELT. So “without IELTS” often really means “without IELTS for UKVI”. Our UK student visa guide covers the rest of the application.

When a SELT is still required

Below degree level, the university cannot make that call for the visa. Foundation programmes, pathway courses below degree level and stand-alone pre-sessional English courses are assessed at B1, and for most Pakistani applicants that means passing a SELT from an approved provider.

Pakistan is not on the UK's list of majority English-speaking countries, so nationality does not exempt you. Having studied in English in Pakistan does not exempt you either, unless it is assessed through one of the routes the rules allow.

The approved tests are listed on GOV.UK's page of approved English tests: IELTS for UKVI, PTE Academic UKVI, LanguageCert's SELTs and Skills for English UKVI. Results are valid for two years, and the ordinary version of the same test is not a SELT. Our guide to English tests for a student visa compares them.

UK universities without IELTS for Pakistani students: what they accept

This varies more than anything else in this article, and it changes each admissions cycle, so check the English requirements page for Pakistan on each university's own website. The common alternatives are:

  • An MOI letter from your Pakistani university confirming your degree was taught in English — often accepted for master's applicants, sometimes only from certain institutions or for recent graduates
  • A minimum grade in English at Intermediate (HSSC) or A level, mostly for undergraduate entry
  • Matric or O level English, accepted by fewer universities and usually alongside other evidence
  • The university's own online English test or video interview
  • Tests that are not SELTs, such as IELTS Academic, TOEFL iBT, PTE Academic or Duolingo, where the university lists them

Is an MOI letter for UK universities enough for the visa?

Strictly, UKVI never treats your MOI letter as proof of English. What it relies on is the CAS, which must say the university assessed your English and how. The MOI letter is evidence for the university's decision, not for the visa.

The rules do have a separate route: a degree at bachelor's level or above that was taught in English, confirmed through an assessment by Ecctis, the UK's qualifications agency. That assessment costs money and takes time, so for degree-level study the university's own assessment is usually the simpler path.

A university that accepts your MOI letter may still ask for more if your grades or interview raise doubts, and one university's waiver says nothing about the next. If your evidence is borderline, the university's caution protects you: universities are now judged partly on how many of their students are refused visas.

The catch: your credibility interview is in English

Many Pakistani applicants are called for a credibility interview. It is conducted in English, and unless you are coming for an English language course you are expected to answer without an interpreter.

UKVI's caseworker guidance allows your English ability to be treated as a factor in deciding whether you are a genuine student, provided the refusal letter explains why. So a waiver gets you past the English requirement on paper; it does not protect you if you clearly cannot follow the questions or explain your own course.

If your university waived the test, prepare for the interview as though you were sitting one. Practise explaining your course, its modules, your funding and your plans aloud, in English, until you can do it without notes. A refusal on these grounds is a credibility refusal, the hardest kind to fix — see what a UK refusal letter means.

Pre-sessional English: a route, not a shortcut

If your English is close to the university's level but not quite there, a pre-sessional course — a few weeks of academic English before the degree starts — can bridge the difference.

How it affects the visa depends on how the university issues the CAS. If the pre-sessional has its own CAS, it is below degree level and you need a SELT at B1. Some universities issue one CAS covering both the pre-sessional and the degree, and may then accept a non-SELT result. Ask which arrangement applies before you rely on it.

Pre-sessional courses add fees and weeks to your timeline, and the course has to finish before the degree can start. Weigh that against simply retaking a test, and read our UK student visa from Pakistan guide for how the whole timeline fits together.

Beware “no IELTS” packages

“No IELTS required” is one of the most common lines in Pakistani study-abroad adverts, and sometimes it is perfectly true. The trouble is what it is attached to.

A sound university with a genuine waiver is fine. A weak course chosen only because it would take you without a test is exactly what a credibility interview is designed to catch — and the refusal lands on you, not the agent. Before you pay anyone:

  • Check the institution is on the Home Office register of licensed Student sponsors, and still recruiting from Pakistan for your intake
  • Check the course is at degree level — for a foundation or diploma below it, a SELT is required whatever the agent says
  • Ask the university directly, in writing, how it will assess your English and what it will put on your CAS
  • Ask the agent whether the university pays them commission per student
  • Be honest with yourself that you can hold an interview in English

Frequently asked questions

Yes, for degree-level courses where the university assesses your English itself and records it on your CAS. Many universities accept an MOI letter, an Intermediate English grade or their own test for this. For courses below degree level, such as foundation programmes, you need an approved Secure English Language Test at B1. Pakistan does not count as a majority English-speaking country.
