The short answer
Why was my Canada visit visa refused?
Almost every Canada visit visa refused for a Pakistani applicant rests on the same sentence: the officer is not satisfied that you will leave Canada at the end of your stay, as required by section 179(b) of the Immigration and Refugee Protection Regulations. Everything else on the letter is the officer's list of reasons for that doubt.
IRCC's own test is simple to state. You must convince an officer that you have ties — a job, a home, financial assets or family — that will take you back, and that you have enough money for the stay. The officer decides on the papers, usually without an interview, so the file has to make the case by itself.
That means a refusal is rarely about one missing document. It is about the picture the documents painted, and the fix is a better picture, not a longer pile.
Canada visitor visa refusal reasons in plain words
The letter ticks one or more factors behind the doubt. Here is what each usually means, and what tends to answer it.
| Ground | What it usually means | What answers it |
|---|---|---|
| Family ties in Canada and in your country of residence | Close family settled in Canada, and not enough keeping you in Pakistan | Evidence of the family who stay behind: spouse, children, parents you support |
| Purpose of your visit | The reason was vague, or didn't fit the length or cost of the trip | A specific plan with documents: an invitation, an event, dates that make sense |
| Personal assets and financial status | The money didn't fit the trip, wasn't clearly yours, or arrived recently | Twelve months of statements with a steady pattern, and every large credit explained |
| Current employment situation | No stable job or income shown, or leave not confirmed | An employer letter with role, salary, start date and approved leave, or full business records |
| Travel history | Little or no record of visas used and returns made | Past trips with old passports, and a proportionate trip this time |
| Immigration status | Your status in the country you live in is temporary or unclear | For Pakistanis in the Gulf, a residence visa valid well beyond the trip |
Officer decision notes and GCMS notes
Since 29 July 2025, IRCC sends officer decision notes automatically with refusals of temporary resident applications, visitor visas and super visas included. They are written by the officer who made the decision and explain why, though IRCC can remove sensitive parts. Read them before anything else; they often name the exact document or gap that sank the file.
GCMS notes are the fuller record from IRCC's case management system: every note entered on your file. With decision notes now arriving automatically, many people no longer need them, but they can show what the officer checked and when.
You don't need a Canadian representative to ask for your own file. Under the Privacy Act, foreign nationals wherever they live can request their personal information, through IRCC's online request service, and IRCC charges no fee for it. Allow time: IRCC warns that request volumes slow responses.
Can you appeal a Canada visitor visa refusal?
No. There is no appeal against a visitor visa refusal. There are two routes: a new application, or judicial review at the Federal Court.
Judicial review is not a second look at your file. The court asks whether the decision was reasonable and fair, for example whether the officer ignored evidence you submitted or gave reasons that don't make sense. For a decision made outside Canada, the application for leave must be filed within 60 days of being notified. If you win, you don't get the visa: the application goes back for a new decision, usually by a different officer.
That takes months, needs a Canadian lawyer in practice, and costs far more than a new application. It makes sense when the notes show a clear error and the trip still matters months from now. For most refusals, the better route is a new application that answers the notes.
How to reapply for a Canada visit visa after refusal
There is no waiting period, but reapplying with the same file usually gets the same answer. Wait until you can change what the notes complained about, then apply again in full: new forms, fresh documents, and the fees paid again.
Answer the refusal head-on. A short letter of explanation should say you were refused, quote the grounds, and point to the new evidence for each. Declare the refusal on the form, which asks about refusals by Canada or any other country. Misrepresentation, including hiding a refusal, can bring a five-year ban.
Officers also decide between single and multiple entry now, so a modest first trip with a clear return date is often the stronger request. Our Canada visit visa guide covers the Islamabad visa office's document checklist in full.
What does a stronger application actually look like?
Stronger does not mean thicker. It means a file where each document supports the same story and nothing is left for the officer to guess.
- A coherent purpose: who you are visiting or what you are attending, for how long, and why that length
- Twelve months of bank statements with a steady pattern, and no sudden deposits left unexplained
- An employer letter with your role, salary, start date, approved leave and a manager's contact details
- For business owners: SECP or other registration, NTN, FBR tax returns and company bank statements
- Evidence of what keeps you in Pakistan: spouse and children staying, property, a business that needs you
- Old passports showing past trips — see our guide for the first-time traveller if yours are empty
- An invitation letter that gives the host's status, address and family details as IRCC lists them
- A Family Information form with every family member included
Parents and grandparents: is the super visa better?
It is a different product, not a way around a refusal. The super visa lets parents and grandparents of Canadian citizens and permanent residents stay for up to five years at a time, with multiple entries over a period of up to ten years.
The bar is higher in different places. The child or grandchild must write a letter of invitation with a promise of financial support and meet a minimum necessary income for their family size. The applicant needs private health insurance valid for at least a year from entry, from a Canadian insurer or an approved foreign one, and an immigration medical exam.
The officer still has to be satisfied the visit is temporary. If a visitor visa was refused because your ties to Pakistan looked weak, the super visa does not change that question; it only changes the length of the stay you are asking for.
Biometrics, fees and timing when you reapply
Biometrics given for a temporary resident application are valid for ten years, so you may not need to give them again. A visa can't be issued beyond the date they expire, though, so check yours if they were taken years ago.
Fees are not refunded after a refusal and are paid again with the new application. Check IRCC's processing times for Pakistan on the day you apply, since the estimate changes weekly.
If you pay anyone to prepare or submit your application, IRCC requires them to be an authorised representative; it can return or refuse an application from an unauthorised paid one. For the eligibility rules in IRCC's own words, see its visitor visa eligibility page.
