The short answer

A UAE visa rejected for a Pakistani applicant rarely comes with a reason, because the decision is made inside the UAE by ICP or Dubai's GDRFA, with no interview. The documented causes are a past overstay or case, details that do not match the passport, a security match, a missing document or a sponsor who does not qualify. No ban has been announced.

How a UAE visit visa is decided

Pakistani passport holders cannot get a UAE visa on arrival, and the UAE's embassies do not issue tourist visas. The application is made inside the UAE: by a UAE airline you are flying with, a hotel or licensed travel agent you have booked through, or a relative or friend who lives there and sponsors you. The UAE government's tourist visa page sets out these routes.

The decision is taken by ICP, the federal authority, or by the GDRFA for visas issued in Dubai. There is no interview and nobody reads a covering letter. Your passport details are checked against UAE records, the application is approved or refused, and the agent sees a status — usually with no explanation attached.

That is why so many people are told only “rejected”. The agent rarely knows the reason either, and anyone who claims to know it for certain without looking at your history is guessing.

Why is a UAE visa rejected for Pakistani applicants?

The reasons that are actually documented, in the published rules or on the authorities' own service pages, make a short list. Most refusals trace back to one of them.

  • A previous overstay, absconding report, deportation or court case in the UAE. These stay on the system after you leave, and an unpaid fine can block a new visa.
  • A security or identity match — sometimes your own old record, sometimes a name and date of birth close to someone else's. It is not explained to the applicant.
  • Details that do not match the passport: a misspelling, surname and given name swapped, a wrong passport number or date of birth.
  • A passport scan or photograph that fails the specification, or a passport with less than six months' validity.
  • A missing document: return ticket, health insurance valid in the UAE, or, for Dubai, a copy of your CNIC.
  • A sponsor who does not qualify — a relative whose salary is below the level set for your relationship, or whose own file has problems.
  • A document that does not survive checking, such as an edited bank statement or a hotel booking that was never real.

What the UAE officially asks for

ICP and the GDRFA publish their conditions on each service page, and for a visit visa they are short: a passport valid for at least six months, a return or onward ticket, and health insurance valid in the UAE. ICP's visa issuance page lists these, and Dubai's single-entry tourist visa page also asks applicants from Pakistan, Iraq, Iran and Afghanistan for their national identity card.

A hotel booking is required where a hotel arranges the visa, and a tour programme where a travel agency does. A bank statement is an official requirement only for the five-year multiple-entry tourist visa, which needs a balance held over six months at the level the government sets.

In practice airlines and agents ask for more — a confirmed hotel, a bank statement, sometimes an employment letter — because they answer for the travellers they sponsor. Treat their list as the real minimum. Book a hotel you will actually stay in, and buy health insurance that names the UAE. A booking cancelled the day after the visa is issued is the kind of detail that unravels at immigration.

What about passports with a single name?

In late 2022 airlines flying to the UAE told passengers that a passport showing only one name — a given name with an empty surname field, or the reverse — would not be accepted for a visit visa. Within weeks the rule was relaxed for passports that also show a father's or family name. It was announced through airline circulars, and we could not find it on an ICP or GDRFA page.

If your passport shows a single name, ask the airline or agent before you apply rather than after a refusal. The lasting fix is to have the name recorded in both fields when the passport is next renewed; ask the passport office what evidence it needs.

Is there a UAE visa ban on Pakistan?

No ban has been announced. The UAE publishes its visa rules openly and none of them excludes Pakistani passport holders. Pakistan's Foreign Office has denied reports of restrictions several times, most recently in September 2026, and in late 2025 a UAE embassy diplomat said publicly that there was no ban.

What has happened is tighter checking. In 2025 a senior Interior Ministry official told a Senate committee that the UAE had not been issuing many visas to Pakistanis, while saying there was no formal ban. Through the first half of 2026 travel agents reported long delays and frequent refusals, especially for younger applicants travelling alone, and regional tensions cut traffic further. From late July 2026 agents reported visas moving again for applicants using registered travel agents, with families faring best.

So the honest answer is no ban, but a stricter system that forgives less. Anyone selling a “ban-proof” UAE visa, or a special route for refused applicants, is selling something that does not exist.

What to do before you reapply

ICP and the GDRFA do not publish an appeal route for a refused tourist visa. The remedy is a new application that fixes whatever caused the refusal — so work out the cause first.

  • Ask the agent for the exact status message, not a summary, and which route and emirate the application went through.
  • If you have ever lived, worked or overstayed in the UAE, check whether your old file is still open. ICP's smart services and GDRFA Dubai both offer public enquiries by passport or file number, and a relative there can help.
  • Clear any outstanding fine or case before applying again; a new application will not get past it.
  • Compare every detail on the application with your passport: spelling, name order, passport number and dates.
  • Send a fresh, sharp colour scan of the passport and a correct photograph on a white background.
  • Make the trip look like a visit: return ticket, a real hotel booking or your host's address, UAE-valid health insurance and money you can show.
  • If a relative is sponsoring you, check they meet the salary level for your relationship and that their own file is clean.
  • Wait until something has changed. The same file sent again next week usually gets the same answer.

Offloading at Pakistani airports: what to carry

Getting the visa is half of it. FIA immigration at Pakistani airports stops passengers it believes are leaving on a visit visa to work. FIA's published Travellers' Guide tells visit-visa passengers to carry a passport valid for six months, a return ticket, enough money in cash or on cards, and copies of the documents used to get the visa, because immigration at either end may ask how the trip is being paid for.

In May 2026 the Lahore High Court held that FIA cannot offload a passenger who holds a valid visa, ticket and travel documents on suspicion alone, and must record its reasons and give the passenger a copy. That helps genuine travellers, but a file that explains itself is still the best protection.

  • Passport with at least six months' validity, and your CNIC
  • A printout of the UAE visa (the entry permit)
  • Confirmed return ticket
  • Hotel booking, or your host's address, Emirates ID copy and a short letter if you are staying with family
  • Health insurance valid in the UAE
  • A recent bank statement or cards showing money for the trip
  • An employment letter, leave letter or business documents showing what you come back to
  • Polio vaccination certificate, which Pakistan requires for international departures

Choosing who applies for you

Use a UAE airline you are flying with, a hotel you have booked, or a travel agent licensed in the UAE — directly, or through a registered agent in Pakistan who works with one. The UAE government's own advice is not to pay or send copies of your documents until you are sure the agent is genuine, and to ask the UAE embassy if in doubt.

Be wary of anyone who offers a visa without asking for a return ticket or insurance, claims inside contacts at immigration, or wants payment into a personal account. Our guide to avoiding visa fraud lists the checks to run on any agent.

And if the real plan is a job, the visit visa is the wrong route. Overseas employment is meant to go through a licensed Overseas Employment Promoter and be registered with the Protector of Emigrants, and the Bureau of Emigration warns that travel agents cannot arrange work visas. Working on a visit visa leads to fines and a ban that will follow your passport.

Frequently asked questions

Because the decision is made in the UAE by ICP or the GDRFA, not at an interview, and refusals usually appear as a status rather than a letter. The common causes are an old overstay or case, a security match, details that differ from the passport, a missing document or a sponsor who does not qualify. Ask your agent for the exact status message and check each cause before reapplying.
